to november 16. it seemed at that moment when the s&p was trading there were policy makeers in washington, d.c., responded to the market. pelosi talked about the market on that friday, and that's where the encouragement came. i think where we sit now the market is going to force the hand of d.c. policymakers. i still think we get a fiscal deal cliff done. the data we saw yesterday was lousy. the employment component was the worst we've seen since september. i think on friday we're going to get a horrible unemployment report. i think the market is going to force the hand here to get a deal done. this is a tactical call. >> joe has gone a little sour on the market. where do you stand today? >> i'm going to stay as pos 0 tiff as a week ago. you look at the s&p and that's why i will stay positive. sitting around 1407. it broke through key levels and has moved back higher. 1425 on the s&p for an area to break above. so i think i will agree with joe, though, that right now with the data you have seen, with the ism number you saw yesterday, washington has to get something done. i think a deal will

cliff counter offer to president obama. eamon javers joins us now from washington with all the details. good evening. >> reporter: good evening. leapt me walk you through the specifics or at least what specifics we have so far from this boehner counter offer and you can see where it falls short from the white house's perspective right in the top line take a look at the details here. boehner and the other house republicans are asking for $800 billion in new tax reform revenue. that's short of the $1.6 trillion that the president would like to see there. also health savings of $600 billion. mandatory savings of $300 billion. revisions of cpa of 200 billion. other discretionary saving 300 billion. they say net savings is $2.2 trillion all told. the white house says this plan is not balanced, and interestingly there's a little side skirmish here between the speaker of the house john boehner and erskine bowls. boehner said this was based on a report that bowles laid out. bawls said no. he said the approach laid out does not represent the simpson-bowles plan or the bowles plan. in fact what

'm chris matthews in washington. let me start tonight with this. the republicans have their plan, and it's great news for the rich. speaker john boehner just put it out. those at the top, the 2%, are safe. your bush tax cuts are going to keep on giving. one problem, mr. boehner, you lost. that was your position before the election, and you lost. mitt romney campaigned on keeping the tax cuts for the wealthy, and he lost. and he promised to do what john boehner is doing right now, and he lost. how about some respect for the electorate? how about seeing what the 2012 presidential debate was about? obama championed tax fairness and won. republicans championed protecting that 2%, ignoring the 47% he talked about, and they lost. today boehner said he's willing to raise revenues by the same amount he agreed to back in august of 2011, the last time they had this fight. again, he's willing to act like the election never happened. no wonder. again, he lost. joining me is joy reid of the grio and howard fineman of the "huffington post." joy, you're chuckling because it is weirdly true. it's almost

just because i am in washington, d.c. i don't believe that. of course states can and should do it because some states may have a different attitude towards this in pennsylvania than texas. so you want to take into account many of these issues that are environmental issues and reassuring people locally about whether the procedures being used are safe and reliable. often local people can do a better job of explaining that or they may not want as much of it. they may want less. i thinks states have a right to be wrong in terms of competence. i just went through a hearing the other day on this meningitis outbreak that we had where people were taking these bad injections with unsterile stuff produced by a massachusetts compound and factory and it was the tennessee department of health that found out and they saved lives. the fda was not looking too good. but yes is the answer to the question. the epa and the federal government have delegated a lot of the responsibilities for clean air and water to the states. they can have an overview for that, but i like the idea of states doing it

. washington affordable youth housing project came to the board, we had to approve a special use district for that project. at the last minute, i think the day before or the day of our land use hearing, a c-e-q-a appeal was filed. we were required to take the entire matter off calendar and it delayed our consideration by two months. this legislation would provide that if the board is required to legislate for a project to happen, the board of supervisors becomes the c-e-q-a decision maker and the c-e-q-a item automatically comes to the board and is agendized along with the underlying zoning change or whatever the legislative change is and the board considers them, the two items together, and then the full board takes action. not deprive anyone the ability to comment [speaker not understood] c-e-q-a. in fact, it came to an automatic appeal. another change is that currently when a c-e-q-a appeal is filed, no action can be taken by anybody, by the board, by any commission. and that means there are plenty of times where actions need to be taken but don't have any physical impact or irreversib

programs at tacoma, washington, what they found was the needle exchange program was the principal point of source of recommendations into drug treatment. think about it. people come to a needle exchange program so they can safely use their drugs without getting an infection and spreading it to other people. there is no coercion involved. it is the most important you can have for someone who is a known drug user what that suggests is that when people need to get help, when people are trying to get better, what they most need is to have the opportunity to find their own dignity, their own self, their own worth. having a judge or prosecutor with a hammer over your head saying you better be clear or i'm throwing you in jail. you better give me clean urines or i'm throwing you in jail. that may work for some people but that's no reason to make it a one size fits all model. in fact, huge numbers do seek out treatment whether it's 12 step or anything else, if that treatment is respectful, if it's quality, if it has evidence of success. we do not need the criminal sanction in order to get peopl
